Urban planning permit within 10 days for residences

New data for the citizens are created by the new urban planning licensing process announced by the Minister of Interior, Nikos Nouris, which mainly concerns applications for the construction of houses or duplexes.

As announced at a press conference, Mr. Nuri, from 1 to October 2020 the applicants can submit to all planning authorities of the country (district offices planning and four large municipalities) planning applications, which will be examined and if they meet the necessary conditions will be issued planning permits within 10 days if the relevant documents are submitted electronically and within 20 days if the papers are submitted in printed form.

According to the Ministry of Foreign Affairs, this regulation, which falls within the framework of a broader integrated policy, aims to overcome the difficult and time-consuming procedures required today for the issuance of urban planning permits for family homes. As Mr. Nouris characteristically stated, almost 62% of the urban planning applications today concern applications of ordinary citizens (and not investors) for the construction of a two-storey house. For this specific form of licensing, on average, a period of almost 18 months is required today. “Recognizing the need for modernization of urban planning and building permitting procedures, we proceeded to the elaboration of the new licensing policy that concerns the construction of up to two residential units on a registered plot or under construction plot,” said Mr. Nouris. “From 1 to October 2020. It is worth noting that the Ministry decided that as of January 1, 2022, all urban planning permits up to two residential units will be issued by all licensing authorities within a maximum of 10 days. It was also decided that the deadline for submitting applications in printed form is December 31, 2021.

Responsibility to the architect
According to the Ministry of Foreign Affairs, the consent of private designers (architects) who take responsibility for their client’s application was crucial in shaping this policy. This implies the simultaneous submission of a written declaration of liability and an insurance contract.

Building permit in 10 days
Once the planning permission has been obtained, the applicant will have to return to obtain the building permit required to start the construction work. In the light of the new regulations, the applicant will submit his application to the building authorities in its simplified form, while the list of fees to be paid has also been significantly simplified.
In the same way, if the application is submitted in printed form, then the issuance time will again be 20 days. However, the district administration from 1 to October applications may be submitted electronically. In this case, the building permit will be issued within 10 days.

Following are apartment buildings and shops
As Nikos Nouris characteristically stated, for the modernization of urban planning and building licensing procedures, the Ministry of Foreign Affairs has developed a comprehensive policy for the simplification of licensing procedures depending on the category to which the development belongs. The first category, which concerns ordinary citizens and detached houses (62% of applications), proceeds with the above, as in this way the urban and building authorities will be discharged. The next stage will be the implementation of a new licensing process for the remaining 30% of applications for small apartment buildings and shops. As the Minister characteristically noted, the rapid licensing will be extended there as well. The big developments
